In Abu Dhabi the permit follows the scope: the contractor files for cosmetic work, a design consultant for anything that changes the layout, and in Aldar-managed towers the Owners Union Director approves first.
Permits and approvals
An apartment renovation in Abu Dhabi turns on one sentence in the maintenance permit that the Department of Municipalities and Transport issues: the work must not change the interior spaces, create openings in the existing building or affect its structure. Inside that line the job is maintenance. Across it, the job is a building permit, and the person allowed to apply changes.
Who files the permit for an apartment renovation in Abu Dhabi?
For cosmetic work, the contractor. The maintenance permit covers maintenance, improvements and décor that leave interior spaces, openings and structure alone; the contractor files it through TAMM, and the service time is 7 working days. A layout change is a building permit for internal modifications, and DMT's own procedures guide names the design consultant as its only applicant, with a 10 working day service time.

Neither route lets the owner file, so the contractor's paperwork is the file. The maintenance permit's service card, published by Tasareeh, the Aldar company that reviews permits in partnership with DMT, asks for a contractor registered in the Municipal Electronic Classification System and lists the documents: a contractor assignment letter from the owner, a representative, an investor or the renter; the site plan; the owner's ID; a health and safety plan; the contractor's trade licence; architectural and facade drawings; a waste transporter contract approved by Tadweer; and a waste management plan on Tadweer's template. The seven working days break down as two for review and five for the site inspection.
Nothing in that list is a community NOC, and the card neither requires one nor rules it out. Treat the Owners Union's approval as a separate document you obtain first. The brief we write for an apartment renovation in Abu Dhabi names the permit route and the approvals before it names a price.

On 29 August 2025 the Department of Municipalities and Transport announced a simpler route that lets contractors secure approvals for minor works on residential properties directly. Its list of minor works includes non-structural interior modifications, general maintenance and interior finishes, which covers most of what an apartment refresh involves.
One threshold did not move. A bigger kitchen can mean a bigger electrical load, and the Abu Dhabi Electricity Wiring Regulations 2020, which name apartments in their scope, require any increase of more than 10 percent of a premises' connected load to be approved by the distribution company. Work on an installation may only be done by licensed contractors that the distribution company has assessed and approved. Since January 2025 that company has traded as TAQA Distribution.
The permit is the government's half. The building's half, in the communities Aldar Estates manages, is written the same way in every handbook: owners and occupiers may not carry out alterations, additions or renovations, or install fittings that deviate from approved plans, without prior written approval from the Owners Union Director. At Gate & Arc on Al Reem Island, the community's responsibility chart puts approval of interior and exterior alterations with the Association.
The handbooks price a start without Review Committee approval at cessation of the project and an AED 10,000 fine, plus AED 400 to 4,000 for each further 30 days until an application arrives, citing Article 72 of Law No. 3 of 2015. Al Ghadeer, where 1,460 of the 2,130 units are apartments, adds AED 800 plus the cost of repair for unauthorised alterations and AED 1,000 for balcony work that affects drainage. On deposits the handbooks say only that owners may be required to pay a refundable one, and Aldar publishes no fee or turnaround for the Owners Union's approval.
Not every tower answers to Aldar. In Al Reef, Manazel's community has 1,818 apartments in 46 buildings alongside its villas, and Manazel publishes no fee, deposit, turnaround or rules of any kind, so ask the Al Reef Community Management Office for its requirements in writing.
Since 24 April 2023, under Cabinet Resolution No. 41 of 2023, Al Reem Island has been part of ADGM's jurisdiction, and ADGM runs its real estate framework across Al Maryah and Al Reem. Two consents apply to a Reem apartment as a result: the tower's Owners Union, and ADGM's Strata Title Regulations 2015, whose by-law 3(2) is the renovation consent hook. ADGM does not issue building permits, so the renovation permit stays with the Department of Municipalities and Transport through TAMM, reviewed by Tasareeh where the plot is in its scope. The one fit-out line on ADGM's fee schedule, an AED 100 Temporary Fit Out Security Clearance, sits among operating permits such as event and extended business hours permits: a clearance, not a building permit.
Reem's tower handbooks also spell out the logistics. At Gate & Arc, noisy works are prohibited from 8 PM to 8:30 AM on working days and from 8 PM to 10 AM on weekends and public holidays, and move-ins are limited to two hours per elevator booking, booked at least five business days ahead. At The Bridges 2, noisy works stop at 6 PM while moves carry on until 8 PM, a split inside a single building. Our Al Reem Island page lists which company manages which towers.

Hours are set in two layers. The government side confirms that authorised hours exist: the municipal permit system has a service to extend them, which Tasareeh's fee schedule prices at AED 1,200, and Abu Dhabi City Municipality has told construction workers to obtain permits for evening and night work. The numbers themselves come from the Owners Unions.

The same handbooks share the practical rules a tower job runs on: 48 hours' notice for bulk deliveries and removals, moves booked five business days ahead, contractor vehicles parked for no more than 24 consecutive hours, mover vehicles no taller than 1.2 m, and two hours per elevator booking. From 15 June to 15 September, the federal midday break stops work under direct sunlight and in open places between 12:30 PM and 3 PM.
Quotes in Abu Dhabi are confirmed per emirate. None of the UAE companies whose apartment bands sit on our price guide publishes one specific to Abu Dhabi, and we do not relabel Dubai's figures as local ones. The Dubai bands remain the nearest published reference, from AED 15,000 for a basic one or two-bedroom refresh to AED 350,000 and above for a full luxury renovation, and the price guide carries an Abu Dhabi line that says the same. The permit has a price of its own. Tasareeh, the Aldar company that reviews permits for the plots in its scope, lists AED 2,000 for a building maintenance permit; TAMM's card for the same permit says it has no additional costs, which means no platform fee on top, not a free permit. On a plot outside Tasareeh's scope, we confirm the fee with the contractor who files.
Dubai draws the line elsewhere: much cosmetic work there needs no municipality permit at all, only an accredited contractor, which is why the Dubai exemptions read so differently from the permits above. The sequence
Freehold in one of the nine investment areas, musataha or usufruct. A usufruct gives use without the right to change the property, so settle who may alter it before anything is priced.
In Aldar-managed towers the Owners Union Director approves alterations in writing before work starts. A start without it risks cessation and an AED 10,000 fine.
The contractor files the maintenance permit through TAMM for cosmetic work, 7 working days. A design consultant files the building permit for a layout change, 10 working days.
Give 48 hours' notice for bulk deliveries, book moves five business days ahead, and plan around the tower's noisy-works cutoff of 6 PM or 8 PM.
