Do you need a permit to renovate an apartment in Dubai?

Often not from Dubai Municipality, and usually yes from the building. Which permit applies depends on who regulates the plot and whether the work is maintenance, décor or structure.

Apartment renovation permit in Dubai: two approvals, one job

An apartment renovation permit in Dubai is rarely a single document. The regulator of the plot, most often Dubai Municipality, decides whether the work needs a permit at all and who may file it. The building's owners association or community manager decides whether the work may happen in that tower, and when. A typical refresh clears the first with no paperwork and still needs the second, which is why this question has two answers.

Do you need an apartment renovation permit in Dubai?

It depends on which of four classes the work falls in. Basic maintenance, such as repainting or replacing floors, doors and false ceilings, needs no Municipality permit, only a pre-qualified contractor. Décor needs no permit in a unit up to 100 m² and a contractor's self-permit above that. Crack repairs are self-permitted by an accredited consultant or contractor. Work on the main structure is a modifications transaction filed by an accredited consultant. The building's own NOC is a separate requirement, set by the community's rules.

Which works need no permit at all?

Dubai Municipality's Administrative Resolution No. (109) of 2022 sorts maintenance into three classes, and the first carries no paperwork. Its basic maintenance works are interior and exterior painting, replacing floors, doors and suspended ceilings, and maintaining electrical works, sewerage and sanitary installations, air conditioners, fire-fighting systems and pipe insulation. They need no permit and no certificate of completion. Two conditions travel with them: a contractor the Municipality has pre-qualified does the work, and exterior façade colours are ones the Municipality authorises.

The same Resolution sets a hard limit in its Article 2(2): architectural or structural alterations that may compromise the safety of the building, or any of its façades, may not be made. That clause is why any quote that touches the façade or a structural element has to name a consultant, whatever the building manager says.

When does the contractor file a décor permit?

When the job is décor in a unit larger than 100 m². Circular 3-8-1 of 2021 lets décor inside a unit of 100 m² or less go ahead with no building permit. Above that size the accredited contractor files in Dubai BPS using the service Self Permit to Carry Out Decorative Works, which the Municipality describes as instant, and on completion the certificate issues automatically if the work conforms. Both routes carry the same conditions: Civil Defence requirements met, the work kept inside the approved unit boundaries, and no built-up area added, cancelled, merged or separated. A tenant commissioning décor also needs the owner's approval.

Which jobs need a consultant?

The structural ones. Resolution 109's second class, structural maintenance, covers repairing cracks in the elements of the main structure and defects in the façades; the permit and completion certificate are self-issued in Dubai BPS by the accredited consultant or the accredited contractor. The third class, specialised maintenance, covers settlement, cracked slabs, beams or columns, fallen concrete cover, badly rusted reinforcement and any modification of the main structural elements. It becomes a modifications transaction that an accredited consultant files, with laboratory tests of the concrete and steel, and the completion certificate waits for the Building Control Department's approval. The Resolution makes the consulting engineer and the contractor jointly liable for that work.

For changes to the building's layout or area, the Municipality's service is Permit to Make Modifications or Additions to Buildings, listed with a completion time of 3 working days. Its drawings follow a colour code: the modification in yellow on the approved plan, in red on the proposed plan, and demolition in green.

Outside the Municipality: DDA, Trakhees and DIFC

Two details in that table save time. DIFC is the one Dubai regulator that lets a unit owner or a tenant file directly, although the contractor must still prove registration with the DDA. On Trakhees land the unit may not be used until the Modification Completion Certificate is issued, so the handover date depends on the inspection, not the last coat of paint. Apartment renovation permit in Dubai: building first or authority first?

The managers do not agree, and one of them disagrees with itself. Emaar publishes a sequence that starts with the community: apply for the NOC, pay the fee in the portal, then obtain any Dubai Municipality, DDA or Civil Defence approval the work needs, then register the contractor for entry. Dubai Holding Community Management turns it round: its 2026 rulebook requires an NOC from the community manager and from the local authorities, with evidence of the authorities' consent attached to the community application.

Nshama's Town Square manual states both orders. Section 9.6(a) puts the authority consents first; section 9.8 says the applicant seeks the other consents only after Community Management has approved the building works proposal. When a manual contradicts itself, ask Nshama which order it wants, in writing, and file in that order. Where the work is basic maintenance, the question falls away and only the building's NOC and the entry passes remain. Our Dubai page lists the community managers and their fees. What must the contractor hold?

Every exemption above depends on it, so it is the first check rather than the last. Dubai Municipality licenses contractors in two steps: a Dubai trade licence, then registration with the Municipality. Anyone can look a firm up on the Municipality's register at deqsmart.dm.gov.ae or in the Dubai BPS app. In the Municipality's activity classification, Interior Decoration, Decoration Design and Implementation and Building Maintenance are secondary activities that supplement a main one; Building Contracting is the main activity that carries the graded classification and the right to take building permits directly.

Other bodies add their own gates. The DDA registers consultants and contractors for AED 250 a year and, since August 2017, wants the original Dubai Municipality pre-qualification certificate with every permit application. Trakhees requires an accreditation ID card for staff on projects in its jurisdiction. In the towers, Emaar registers contractors on ecmpermits.ae with the trade licence and the manager's passport, visa page and Emirates ID, and Dubai Holding wants a copy of the insurance policy for the works and labour cards for everyone on site. The papers to keep after handover

Keep the building's NOC, the contractor's entry or access permits, any self-issued permit with its completion certificate, and the manager's inspection sign-off in one folder. Emaar lists what goes wrong without them: loss of the defect liability warranty, difficulty transferring or reselling the property, and difficulty applying for a title deed. Even a refresh at the AED 15,000 floor of the published bands needs the entry permit, and a missing NOC can surface years later at resale.

Permit questions, answered

Can I file the Municipality permit myself?
Rarely. The décor self-permit is filed by an accredited contractor, structural repairs by an accredited consultant or contractor, and a modifications transaction by an accredited consultant. The DDA names the contractor as the applicant for a fit-out permit. The building's NOC is the owner's to request, through the community portal or app, and in DIFC's third-party buildings an owner or tenant may file the NOC directly.
Is a new kitchen a permit job in Dubai?
Replacing cabinets and worktops in the same layout usually stays outside the permit system, provided an accredited contractor does it. Moving the sink, hob or extraction brings in the building's MEP rules, which Emaar does not relax in apartments, and an electrical load increase goes through DEWA's connection service. Town Square treats replacing kitchen counters as a major alteration, AED 2,000 plus an AED 5,000 deposit.
Does replacing a bathroom need a permit?
Not from the Municipality when it is maintenance of the sanitary installations and a replacement floor, done by an accredited contractor. The building usually wants an application, and in Town Square apartments replacing wet-area floor tiles and converting a bathtub to a shower are both reserved for townhouses.
How long do Dubai renovation permits take?
The décor self-permit is instant in Dubai BPS; the Municipality's modification permit is listed at 3 working days; a DDA fit-out permit takes 2 working days and a DDA building modification design 5. On the building side, Emaar processes a complete NOC file in 3 business days and Town Square takes 2 or 5 working days by tier.
What happens if I renovate without a permit?
The DDA's Circular 428 of 2023 stops work carried out without permits and bans the contractor or consultant automatically in its system, on top of fines. Dubai Holding fines AED 2,000 for works without prior approval, escalating from a warning, and Town Square's manual sets AED 50,000 for an unapproved major alteration.
Does the Municipality permit replace the building's NOC?
No. They come from different bodies and neither mentions the other. A job can need both, only the NOC, or, in DIFC, a DIFC NOC before the DDA is approached. Emaar's published sequence puts its NOC first; Dubai Holding wants the authority's consent attached to its application.
