Jumeirah Heights is small: six low-rise buildings holding 246 units, close to villa communities that had Nakheel design codes. It has none, so Dubai Holding's community rulebook is the whole rule set for an apartment job here.

Jumeirah Heights apartment renovation: which rules apply?

A Jumeirah Heights apartment renovation answers to a shorter rule set than the villas around it. The estate is six low-rise blocks in two clusters, 246 units in all, managed by Dubai Holding Community Management as part of its Nakheel portfolio. Nakheel wrote villa design codes for Jumeirah Park, Jumeirah Islands and JVT, all served from the same engagement centre, and a search of its entire document library turns up none for Jumeirah Heights.

Do the villa design codes apply in Jumeirah Heights?

No. Those codes, with shade allowances of 20 to 30 m² and fence specifications, were written for villa plots, and none exists for Jumeirah Heights. An apartment job here follows Dubai Holding's 2026 Community Rules and Regulations: an app request filed a full 24 hours or more before work, or by email at least 72 hours before, a Minor Modifications Permit that lasts 7 days for anything longer than a day, and noisy work held to the 9 AM to 1 PM window and the 3 PM to 5 PM one.

What needs Dubai Holding's approval in a low-rise building?

Without a design code, the limits that count are the ones Dubai Holding's rulebook sets for every community it runs. Its list of works needing prior written consent reads like a low-rise checklist: enclosing a balcony, façade changes of any kind, satellite dishes, pools, jacuzzis or pergolas on the roof, air-conditioning units outside, external CCTV, and heavy planters on balconies or rooftops.

The shade allowances next door do not travel. A pergola that a JVT villa owner could once size against a 20 m² cap is, in Jumeirah Heights, a structure Dubai Holding approves or refuses in writing, case by case.

How the application works

It is the owner who files, on the community app, saying which parts of the unit the work will touch, and the Nakheel online service for the same job is called Request For An Apartment Modification. Before the first day on site Dubai Holding wants proof of insurance cover for the works, labour cards for each worker and a valid trade licence, and it will not process the application until its fees are settled, although it publishes no amount. On timing the rulebook commits only to deciding 'within a reasonable period of time'.

Approved work then has six months to finish, or less where the authority's approval runs out sooner. The owner reports completion, Dubai Holding inspects within roughly 21 days, and whatever departs from the approval must be corrected within a month.

Contractor passes on the Nakheel side

Small planned jobs such as painting, AC servicing and minor repairs run on a daily permit, free of charge, which the generic Nakheel access guide issues against the firm's trade licence, staff ID and a letter of appointment from the owner. Anything classed as construction or modification moves to a long-term permit instead, and the figures for it sit on Nakheel's contact page, as read in September 2026: apply 3 to 4 working days early, allow 1 to 2 days for approval, and pay AED 52.50 per worker when the job requires a Nakheel and Trakhees NOC.

Dubai Holding's engagement centre on Level 2 of Circle Mall in JVC serves Jumeirah Heights, along with JVC, JVT, Jumeirah Park and Jumeirah Islands. Cement mixers and trailers need 48 hours' notice, and waste leaves for disposal areas Dubai Municipality has approved.

What does a Jumeirah Heights apartment renovation cost?

No band names Jumeirah Heights and its bedroom mix is not published, so pricing starts from the size of the unit and the scope. Revive Hub Renovations publishes low, average and high totals by job: a one-bedroom economy refresh at AED 35,000, 45,000 and 55,000; standard work on two bedrooms at AED 55,000, 72,000 and 95,000; and a high-spec three-bedroom at AED 80,000, 100,000 and 120,000 or more. ASM Interiors' basic tier for a flat of one or two bedrooms starts lower, at AED 15,000.

Dubai Holding's fees and any deposit come on top, and it publishes neither. The apartment cost guide names the publisher of each band, and the Dubai rules page sets Dubai Holding against Emaar and Nshama.

Can I put a pergola on a Jumeirah Heights terrace?
Dubai Holding has to consent in writing first. Its rulebook lists rooftop pergolas, pools and jacuzzis, and heavy planters on balconies or rooftops, among the works it must approve before they start. The villa shade allowances in the neighbouring communities give no guidance here.
Which authority issues permits for Jumeirah Heights?
No current source says. An archived Trakhees licensing page from 2017 named Jumeirah Heights on its list of Nakheel communities it covered, and Nakheel's long-term access permit still asks for a Nakheel and Trakhees NOC on construction work, but neither settles the question today. The contractor checks the site plan for the authority before any permit is priced.
Do I need approval to replace a bathroom like for like?
Dubai Holding's FAQ says a like-for-like replacement needs no permit, and Dubai Municipality classes the upkeep of sanitary installations as basic maintenance, carried out by a pre-qualified contractor. A new layout or a change of finish is an improvement, and goes on the app first.
Is a new kitchen a minor or a major job?
Under Dubai Holding's definition, a kitchen that stays inside the unit without touching the structure, the façade or the common areas is a minor modification. Minor works may run 8 AM to 6 PM, Mondays to Saturdays; major works are held to weekdays, 7 AM to 5 PM.
What does Dubai Holding fine?
A breach of an NOC's terms is AED 2,000, and so are workers wandering through jointly owned areas. Materials stored in common areas cost AED 150, and an unauthorised private security system AED 500.
