What is a building management NOC, and how do you get one?

It is the tower's written consent to your renovation. It comes from the owners association or the master developer's community manager, it sits apart from any Municipality permit, and every manager runs it differently.

A building management NOC in Dubai is the tower's written consent to work inside your unit. Dubai Municipality regulates the work itself. The NOC governs access to a building other owners share, so its issuer is the owners association or the master developer's community manager rather than a government office. Owners associations work under Dubai's law on jointly owned property, Law No. 6 of 2019, and their consent is a private approval, which explains why the Municipality's checklists never mention it.

What is a No Objection Certificate (NOC) in Dubai?

An NOC is a written statement from the body that controls a property, or a shared part of it, that it has no objection to what you plan. For a renovation, the one that matters comes from the building's owners association or community manager, such as Emaar Community Management or Dubai Holding Community Management, and it approves the scope, the contractor and the timing. Emaar describes its NOC as the way to make sure modifications meet its own guidelines and those of Dubai Municipality, the DDA and Dubai Civil Defence.

Who issues the building management NOC in Dubai?

The manager of your community, and in a large community that can change from one building to the next. Four routes cover most Dubai apartment communities:

  • Emaar Community Management, through the Home Modifications item in the owner's community portal. Internal painting, furniture, electrical fixtures and regular maintenance need no NOC there, but every contractor needs an entry permit.
  • Dubai Holding Community Management, for the former Nakheel and Dubai Properties communities, through the community app. Nakheel's online services call the matching request Request For An Apartment Modification; the Dubai Properties portal offers a Home Modification NOC and a Minor Work Permit.
  • Nshama for Town Square, through its community portal or the Nshama connect app, with fee tiers of AED 160, 1,000 and 2,000.
  • The building's own management in towers outside a master community, and in DIFC's third-party buildings the DIFC Property Development Department, covered below.

Two carve-outs matter. Emaar's standard NOC service excludes Burj Khalifa, Emirates Hills and Dubai Hills Plots, and Emaar does not publish the route that replaces it. And some estates have no individual owners: Dubai Residential lets The Gardens as rental-only stock and owns 18 buildings in Remraam's Al Ramth, so there the landlord's consent is the whole private approval. What goes into the application?

A scope a reviewer can check against the rules. Emaar's checklist for a Home Modification NOC is the most complete one published:

  • The contractor's or consultant's trade licence, registered in Dubai.
  • A detailed list of the works, and current photographs of the areas to change.
  • Proposed floor plans, elevations, sections and 3D views where the work needs them.
  • A DDA site plan, Dubai Municipality affection plan or DLD plot plan where one applies.

Dubai Holding's 2026 rulebook asks for plans and specifications, evidence of any authority consent, a copy of the insurance policy for the works before they start, an escalation matrix for its approval, and labour cards and a valid trade licence for everyone entering the site. It also says an application is not processed until the fees are paid in full, without publishing the amount. Emaar charges an AED 500 review fee, deducted from the approval fee of AED 1,000 for minor or AED 2,000 for major works, and processes a complete file in 3 business days.

Refundable renovation deposits by developer

Deposits are published less often than fees, and two of the figures in circulation are not what they look like. The table keeps to what each developer's or authority's own document says.

Nakheel's 2023 villa design codes, which the developer took down when its communities moved to Dubai Holding Community Management, held an AED 10,000 contractor deposit on villa modifications; they were written for villas, not apartments, and Dubai Holding's 2026 rulebook publishes no deposit at all, so confirm any figure at application. Emaar's fee factsheet lists fees but no deposit; ask Emaar Community Management in writing whether your works carry one before budgeting.

Free-zone residential towers

In DIFC, residential units in third-party buildings need DIFC's approvals and NOCs before the DDA is approached and before any work starts. DIFC is the one Dubai body that lets the unit owner, the tenant, building management or the contractor file. The file includes the DIFC title deed, the contractor's proof of registration with the DDA, and an A3 drawing of the existing and proposed layout stamped by the building's facilities manager, body corporate or owner. DIFC gives the first review at least one working day, treats requests after 3 PM as next-day, caps processing at five working days and sends the e-NOC by email.

In buildings the Dubai Development Authority regulates, the building owner's NOC is itself a document in the contractor's fit-out permit file, beside the tenant's Ejari where there is one. The DDA's exemptions for small units and internal painting still run on the landlord's or facilities manager's NOC or permit to work.

How long does an NOC last?

Not as long as most programmes assume. A Dubai Holding minor modifications permit lasts at most seven days unless extended in writing, and approved works must finish within six months of approval, or sooner if the government approval expires first. On the Dubai Properties portal an NOC can be extended only in the 10 days before it expires, and renewed only once. The DDA's fit-out permit is valid for 6 months and renews for AED 200 per 3 months, up to a year. Build the programme inside the validity and put the renewal dates in the calendar.

What happens if work starts without one?

Most managers escalate rather than fine at once. Dubai Holding's schedule for works without prior approval runs from a warning, to a fine of AED 2,000, to double that on the final notice. Tilal Al Ghaf's declaration lets the master developer put an unapproved alteration right itself, five days after written notice, and recover the cost from the owner; its schedule also fines unauthorised exterior alterations AED 1,500, with 15 days to cure. Emaar's list of consequences lasts longest: a lost defect liability warranty, and difficulty transferring, reselling or registering a title deed.

Building NOC questions

Do I need an NOC to repaint my apartment?
Not in Emaar communities, where internal painting is on the no-NOC list, although the painter still needs an entry permit. Dubai Holding's FAQ also says internal painting needs no permit. Paint that shows from outside is different: Emaar charges AED 100 for an external painting NOC, processed in 2 business days.
Can my tenant apply for the NOC?
In Emaar and Dubai Holding communities the application runs through the owner's portal or app, so the owner applies or authorises it. In DIFC's third-party buildings a tenant may file the NOC directly. Either way, the owner's written consent comes first.
Is the NOC fee part of the renovation price?
No. The published bands, from AED 15,000 for a basic one or two-bedroom apartment renovation, are contractors' figures for the work. The building's fees and any deposit sit on top: AED 1,000 or 2,000 in Emaar towers with the AED 500 review fee counted toward it, or AED 2,000 and an AED 5,000 deposit for a major alteration in Town Square.
What if my building is not in a master community?
Then the building's own owners association or management gives the consent. No government register lists those approvals, so ask the management office for its requirements in writing and keep the reply with the contract.
How far ahead should I apply?
At least 24 hours ahead on Dubai Holding's app, or 72 hours by email. Allow 3 business days for a complete Emaar file, 2 or 5 working days in Town Square, and up to 5 working days in DIFC. Apply before booking the crew: Emaar issues entry permits after the NOC, and Nakheel's long-term access permits ask for a valid NOC.
Who checks the work after the NOC is issued?
In Dubai Holding communities the manager inspects within about 21 days of the owner's completion notice, and anything that does not match the approval has to be fixed within 30 days. Breaching an NOC's conditions carries its own AED 2,000 fine in Dubai Holding's 2026 schedule.
