Can you change a balcony in Dubai Creek Harbour?
Possibly, within the community rules. Emaar's guidance for Dubai Creek Harbour answers the balcony question by pointing to the rulebook, whereas its factsheet lists a townhouse balcony enclosure as not permissible. That makes the written clause the deciding document, so ask Emaar Community Management which clause governs your balcony before any design is drawn. The NOC itself costs AED 1,000 (minor) or AED 2,000 (major), with AED 500 of it paid as the review fee, and Emaar decides within 3 business days of a full file.
It means the answer sits in a clause rather than a blanket ban, so it can change with the work proposed. We ask Emaar Community Management which clause of the community's rules applies to the balcony work in the brief and what it allows, then have contractors price only what the reply permits.
A balcony also brings in rules from outside the community. Between the middle of June and the middle of September a federal ban covers work in the open under direct sun from 12:30 PM until 3 PM, and an open balcony falls under it while the rooms behind it carry on. If a design would add floor area to a room, it also leaves the décor route: the décor exemptions of Dubai Municipality and the fit-out exemptions of the DDA both stop short of work that adds floor area, or merges or divides units, and that part goes to a consultant as a modification.

Emaar's factsheet rules out three things in its apartments: structural works or taking down walls, lifting the existing tiles, and shifting, covering or removing the MEP and fire-fighting services. New tiles may still be laid over the old. No NOC is needed for painting inside, furniture, electrical fixtures and accessories or ordinary maintenance, but the crew still registers on ecmpermits.ae for its entry permit.
Owners file the NOC themselves, via Home Modifications in the owners' community portal, with the contractor's Dubai trade licence, a scope of works, photos of what will change and drawings where the work needs them. Emaar's published sequence puts the NOC and its fee first, then the government approvals the job calls for, whether Dubai Municipality's, the DDA's or Civil Defence's, and the contractor's entry permit last.
Under Emaar's 2026 rules for apartment buildings, the power-tool day runs 9 AM to 5 PM with a two-hour pause from 1 PM. Its contractor portal sets an eight-to-five day, closed on Sundays and public holidays. Noisy work at night, between 8 PM and 6 AM, would need a night work permit under Dubai Municipality's construction safety guide, with the neighbours told in advance what the work is and how long it will run.

Creek Harbour has no price band of its own. Vision Three publishes Dubai figures by unit: a studio or one-bedroom flat refreshed for AED 35,000 to 80,000, AED 150,000 to 350,000 for a two-bedroom at mid-range, and AED 250,000 to 550,000 for three bedrooms at a mid to high specification. The same company puts a 15 to 25 percent premium on apartments over villas finished to the same standard, and gives building access and logistics as the reason. At the bottom of the market, ASM Interiors' basic one or two-bedroom tier starts at AED 15,000.
