Emaar tower rules
A Dubai Hills Estate apartment renovation is approved by Emaar Community Management, which looks after roughly 2,700 acres here, divided into 28 named sub-communities that mix villas with apartment buildings. Emaar's 2026 rules exist in two versions: a horizontal text for villas and townhouses and a vertical one for apartment buildings, identical from one community to the next except for the name printed on them. Only Dubai Hills Estate has both versions issued in its name, so here the building type picks the rulebook.
What time may power tools start in a Dubai Hills Estate apartment?
At 9 AM. The vertical rules allow equipment and power tools in a morning window that ends at 1 PM and an afternoon one from 3 PM to 5 PM, so a flat starts an hour ahead of the villas, whose rules hold noise back until 10. Emaar charges AED 1,000 to approve minor works, AED 2,000 when the works are major, with the AED 500 review fee inside each figure, and turns a complete application round in 3 business days.
The line runs between building types, not between sub-communities. A flat in any of the 28 is governed by the vertical text; a villa or townhouse by the horizontal one, which also keeps noisy work off Sundays and public holidays. The contractor portal, ecmpermits.ae, adds a third voice: crews may work from 8 AM to 5 PM, with Sundays and public holidays off, and are asked to keep the noise down between 1 PM and 3 PM.

Emaar's home modifications factsheet names three things it refuses in apartments. Structural work and wall removal are out. The existing tiles stay, although new tiles may be laid over them. And the MEP and fire-fighting systems may not be removed, relocated or covered.
Each of those shapes a design. A kitchen keeps the water, drainage and extract it already has, because relocating MEP is excluded, and a new false ceiling may not cover the sprinkler heads. On the permitted side, Emaar asks no NOC for internal painting, new furniture, electrical fittings and their accessories, or routine upkeep; the gate still wants an entry permit for each contractor.
Owners apply from their community portal, under Home Modifications. Emaar's checklist starts with a Dubai trade licence for whoever does the work, contractor or consultant, then a full scope of works and recent photos of each area being modified; drawings follow if the job needs them, plans and elevations up to 3D visuals, and the reviewing engineer can ask for more. The 3 business days only start once the file is complete, correct and in line with Emaar's guidelines.
Emaar publishes the order of events as well. The NOC comes first and is paid for in the portal; government approvals from the Municipality, the DDA or Civil Defence follow where the job needs them; the contractor's entry permit comes last. Neither the factsheet, ecm.ae nor ecmpermits.ae mentions a deposit; every published charge is a fee.

Online at ecmpermits.ae, before the first visit. The firm uploads a copy of its trade licence, its manager's passport with the visa page, the manager's Emirates ID on both sides and its representative's passport, each file no larger than 5 MB. A contractor who misuses an NOC, or breaks the rules repeatedly, risks an AED 5,000 penalty from Emaar and a ban from all its communities, so the firms we brief are ones already registered on the portal.
The one published band with Dubai Hills in its name, Revive Hub Renovations' AED 150,000 to 280,000, covers a whole villa and is shared with Arabian Ranches, so it does not price a flat. For an apartment the reference is ASM Interiors, which publishes three tiers for one and two-bedroom flats: basic from AED 15,000 up to 40,000, mid-range from AED 40,000 up to 120,000, and full luxury from AED 120,000 up to 350,000 and beyond.
Emaar's NOC fee is added to whichever tier the work falls in. Every published band, per unit and per square foot, is in the apartment price guide, and Dubai community managers sets Emaar beside the others.
