Sharjah
Sharjah publishes the rules of its permits but none of the prices, and no developer publishes an NOC process for owners. Here is what is on the record, and what to ask for in writing.
Permits and approvals
An apartment renovation in Sharjah is regulated by Sharjah City Municipality, and its vocabulary is the first thing to get right. The Municipality's name for a residential renovation permit is the maintenance permit. The décor permit, which the décor contractor files, belongs to trading shops and industrial sheds and plays no part in an apartment job.
Which permit does an apartment renovation in Sharjah need?
A maintenance permit, in the Municipality's own terms for residential renovation. It is issued through the Municipality's Inspection and Follow-up Section and carries a refundable deposit, but no service page publishes its requirements, its fee or the deposit amount. Work that modifies or extends the building goes instead to an engineering consultancy accredited by the Municipality, through the Approval Engineering Drawings service, and for modification projects the Municipality's own engineers calculate the fees and any violations.

In Sharjah the contractor, more than the owner, is what the Municipality examines. Sharjah City Municipality classifies contracting companies and the Sharjah Department of Economic Development licenses them. An outstanding violation on the contractor's licence blocks building-permit renewals and structural audits, and holds up a deposit refund when the receipt is in the contractor's name. The Municipality publishes online services to query a contractor's violations and its projects, and a separate inquiry service for its classification certificate.
Those three lookups are the whole of the published contractor check. We run them before a contractor sees your brief for apartment renovation quotes, and we ask for the classification certificate in writing.
Sharjah's deposit rules are published even where its fees are not. The Municipality's deposit refund service returns the deposit on a maintenance permit issued by the Inspection and Follow-up Section, on two published conditions: a contractor named on the receipt must be free of outstanding violations, and the site must be duly cleaned. The amount appears on no service page, so we ask the contractor to state it in the quote.
The Municipality publishes no processing time for the maintenance permit either. Ask the contractor to put the expected timings in the quote, in working days, so a slow approval is priced before it happens.
Utilities add one Sharjah-specific layer. The Sharjah Electricity, Water and Gas Authority runs gas as well as power and water, supplied through Sharjah Gas Distribution Networks across the emirate, and its requirements for building projects start with an affection plan and two sets of gas connection drawings sealed by the consultant. SEWA's portal keeps separate accounts for owners, tenants, contractors and consultants, and publishes no renovation fee or rule for alterations inside a home.
Ask about your Sharjah building
It changes who the client is. The UAE government portal states that foreign nationals in Sharjah do not have the right to own property but have a usufruct right of up to 100 years, under Executive Council Resolution No. 26 of 2014, registered with the Sharjah Real Estate Registration Department. The right exists only in areas the Government of Sharjah specifies, and only after a special approval from the Ruler. The portal does not name those areas. At least one developer, Alef Group, advertises freehold ownership to all nationalities at Hayyan, and no authority source reconciles the two.
Read your own title deed or usufruct contract for what it says about alterations before a contractor prices anything, and get the owner's consent in writing wherever the contract asks for it. A tenant should get the landlord's written approval before any contractor is briefed.
Dubai apartment owners can read their developer's rulebook. Sharjah owners have none to read. We checked the published material of Arada, Alef Group, Majid Al Futtaim, Diamond Developers with Shurooq, Eagle Hills and Tilal Properties, and not one of them publishes a homeowner alteration or fit-out NOC: no issuer, no documents, no fee, no deposit, no hours.
The practical answer is to ask the building's management what it requires, in writing, before the permit application, and to keep the reply with the contract. Do not assume a Dubai developer's rules carry across; nothing these developers publish says they do.

Quotes in Sharjah are confirmed per emirate. None of the UAE companies whose apartment bands sit on our price guide publishes one for Sharjah, and the Municipality publishes no permit fee; for modification projects its engineers calculate the fees application by application. The nearest published reference is Dubai's, from AED 15,000 for a basic one or two-bedroom refresh, and the Sharjah price row carries the same confirmed-per-emirate line. A Sharjah quote should list the permit fee and the deposit as separate items once the Municipality has set them.
Sharjah Municipality publishes no daily construction hours and no residential noise limit in decibels. What it does publish is narrower: a Ramadan night-work permit that expressly excludes construction companies working after midnight, and a night concrete-casting permit, 10 PM to 6 AM, for commercial and industrial areas only. The federal midday break, 12:30 PM to 3 PM from 15 June to 15 September, stops work under direct sunlight and in open places. Ask the building's management for its hours along with its other requirements.

No Sharjah developer publishes an NOC route, so ask the building's management what it needs, and keep the answer with the contract.
Classification with Sharjah City Municipality, a licence from the Department of Economic Development, and no outstanding violations on the Municipality's public query.
Clean the site and clear any violations; the Municipality's refund service then returns the deposit.
