In the order the rules set: the building's consent, the authority's permit where one applies, the utilities, the crew's access and the close-out inspection. Each step below carries the fee, deposit and turnaround its publisher prints, and says so where nothing is printed.
The Dubai order
How to renovate an apartment in Dubai is mostly a question of sequence. A tower sits under two rulebooks, the authority's and the building's, and each publisher sets its own fees and clocks. File in the right order and the waiting overlaps with the design work. File out of it, and a crew can turn up at a gate that will not let it through.
How to renovate an apartment in Dubai?
Building first, then authority, then site. Get the owners association's or community manager's NOC before anything else, as Emaar's published sequence does: AED 1,000 or AED 2,000 in an Emaar tower, decided in 3 business days. If the unit is larger than 100 m², the accredited contractor self-permits the décor in Dubai BPS; smaller units and simple maintenance need no Municipality permit. Involve DEWA or the cooling provider only if the work reaches them, register the crew at the gate, and finish with the manager's inspection, which Dubai Holding carries out about 21 days after it hears the job is done.
Two names decide everything after them: the manager of the building and the authority for the plot. The manager is whoever issues the NOC. In Emaar towers that is Emaar Community Management; in communities that Nakheel or Dubai Properties built, Dubai Holding Community Management; in Town Square, Nshama; in many other towers, the building's own owners association. A large community can split. Dubai Holding looks after 63 of the buildings in Discovery Gardens, and in Remraam 18 buildings belong to a landlord and have no individual owners.
The authority is Dubai Municipality across most of the mainland, with Trakhees, the Dubai Development Authority and DIFC on the land they regulate. Trakhees draws its boundary by who owns the land, not by a list of community names, so the plot's site plan, never the community's name, tells the contractor which authority applies.

Dubai Municipality's 2022 maintenance resolution makes the first cut. At the bottom sit repainting, new floors, doors, false ceilings and the servicing of what is already installed in the flat; none of it needs a permit or a completion certificate, but the contractor must be one the Municipality has pre-qualified. Décor comes next, and units up to 100 m² need no permit for it. Work on the main structure, or work that adds, merges or splits floor area, leaves both routes and goes to a consultant. Emaar's published sequence puts the building's consent first: NOC, then fee, then any Municipality, DDA or Civil Defence approval, then the contractor's entry permit. Dubai Holding reverses part of it, wanting proof of the authorities' consent inside its own NOC application, so the order depends on the manager. What each one prints:

Ask which NOC your building needs
Only if Step 2 said so. On Dubai Municipality land, décor in a unit over 100 m² is permitted by the accredited contractor itself in Dubai BPS, a service the Municipality calls instant, and the completion certificate follows automatically once the work conforms. Structural changes take the Municipality's modification permit instead, service 4127, which an accredited consultant files and which the Municipality lists at 3 working days.
Other regulators print their own terms. The DDA's fit-out permit costs AED 0.90 a square foot, never less than AED 200 or more than AED 10,000, takes 2 working days and lasts 6 months, and units of 100 m² or less are exempt with the landlord's approval. A residential change to structure or area goes to the DDA's Building Modification route instead: AED 1,500 for the consultant's design review and AED 1.0 per square foot of added area for the permit. Trakhees sets its Modification Permit fee project by project and holds a refundable contractor's deposit whose amount it does not publish. DIFC's third-party buildings need DIFC's own NOC before the DDA is approached.
Most refits touch neither, and when they do the published services say who files. Cutting the supply at the flat's board is a Temporary Power Disconnection: free, requested from DEWA by the account holder, 5 working days ahead. A bigger electrical load is a DEWA connection job that only an enrolled consultant or contractor may file, again free, with 2 working days for the building NOC and one for design approval up to 150 kW.
District cooling is a building-level matter. Empower's NOCs cover the building's energy transfer station and are filed by its main consultant or contractor, and Empower prints no fee or turnaround for any of them. What reaches a single flat is the rule that only Empower's own representatives may touch the building's chilled-water connection. The chiller guide explains where that line falls.
Crews are registered before their first visit, whoever the manager is. Emaar issues entry permits on ecmpermits.ae, even for jobs with no NOC. On the Nakheel side daily permits for planned maintenance are free; long-term permits, according to nakheel.com's contact page (read in September 2026), want 3 to 4 working days' notice, usually clear in 1 or 2, and cost AED 52.50 per worker for NOC work. Town Square sells vehicle passes from AED 160 a month. Dubai Holding wants 48 hours' notice before a large vehicle arrives. No published Dubai rulebook sets a service-lift rule, so the booking terms come from the building management, in writing.
After that the rulebook sets the clock: power tools 9 to 1 and 3 to 5 in Emaar towers and Dubai Holding communities, the whole 9-to-5 business day in Town Square, and the Municipality's night work permit for any noise after 8 PM and before 6 AM. When the paperwork is closed, which usually comes well after the tools are packed. In Dubai Holding communities the owner reports completion, the manager comes to inspect within roughly three weeks, and anything that strays from the approval has a month to be fixed; approved work has six months to be completed in the first place. In DDA zones the contractor asks for a fit-out completion certificate once Civil Defence has issued its own, and the DDA's clock for it is two working days. On Trakhees land nobody may occupy or use the unit until the Modification Completion Certificate is out, a document Trakhees targets at three working days.
Deposits come back on their own terms. Nshama's AED 5,000 major-works deposit has no published refund conditions. Trakhees ties its contractor's deposit to the permit: cancelling before work starts is the published route to a refund, and once work has started the applicant must apply for the completion certificate instead. Keep the NOC, the entry permits and any completion certificate together: Emaar warns that unapproved work can cost the owner the defect liability warranty and stop a title deed application.
