The Greens apartment renovation: which Emaar rules apply?

A Greens or Views apartment renovation goes to Emaar Community Management for approval, and its roster carries the two neighbourhoods as one community, The Green & Views, with one rules document. Whether the flat is in The Greens or The Views, the NOC route, the fees and the permitted hours for power tools come out the same.

Do The Greens and The Views follow the same renovation rules?

Yes. Emaar handles them as one community with one rulebook and one Home Modifications route, and both come under its 2026 rules for apartment buildings, which permit power tools from a 9 AM start until 1 PM, then from 3 PM until 5 PM. An NOC costs AED 1,000 when the works are minor and twice that when they are major, the first AED 500 being the review fee, and a complete application takes 3 business days.

Why does Emaar's website spell the community two ways?

Because two versions of the address are live at once. Emaar's pages with body text, the Home Modifications FAQ among them, sit under the-greens-views; the site's navigation and the rules page use the-green-views. The address of an older notice about new home modification guidelines carried both spellings, one in the folder and one in the page name, and that notice now returns a 404.

For an owner the practical point is short. When a link to the rules fails, try the other spelling before deciding the document has gone. The rules are the same for both neighbourhoods, and Emaar's roster names the community The Green & Views.

What Emaar will not approve in a Greens or Views flat

Emaar's home modifications factsheet sets three exclusions for apartments, and they hold here as in every Emaar tower. No structural work and no removing walls. No lifting the existing tiles, although fresh tiles may go down on top. No taking out, moving or boxing in the MEP and fire-fighting services. In practice the flat keeps its layout, the kitchen and bathrooms stay on their existing pipework, and ceilings and joinery are drawn around the sprinkler heads.

A short list needs no NOC at all: painting inside, furniture, electrical fittings and their accessories, and routine maintenance. The security gate still asks every contractor for an entry permit, whatever the job.

Hours and contractor passes in The Greens

Power tools keep to two windows under the 2026 apartment rules, the first closing at 1 PM, the second opening at 3 PM and running until 5. Emaar's contractor portal, ecmpermits.ae, sets an 8-to-5 working day, keeps Sundays and public holidays free and asks crews to stay quiet between 1 and 3. The terms further down the same site still carry an older day that ended at 5:30 PM, with Friday as the day off, a line that predates the 2022 change of weekend. We plan to the 2026 windows.

Contractors register on that portal with a copy of their trade licence and identity documents for their manager. Misusing an NOC can cost a contractor AED 5,000 and a ban from every Emaar community. The working hours guide sets each Dubai rulebook beside the others.

What does a Greens or Views apartment renovation cost?

Neither neighbourhood has a price band of its own, so the Dubai rates apply. First Unicorn Interiors prices by the square foot, labour and materials included: AED 80 to 150 at budget level, AED 150 to 250 at standard and AED 250 to 400 at premium. For a whole one or two-bedroom flat at the basic end, ASM Interiors publishes a floor of AED 15,000 and a ceiling of AED 40,000, enough to repaint, refloor and fix the small things.

Greens and Views questions

Do I need an NOC for new light fittings?
No. Emaar puts electrical fixtures and accessories on its list of works that need no NOC, together with painting inside, furniture and routine maintenance. The electrician still needs an entry permit from ecmpermits.ae to get in.
Who applies, the owner or the contractor?
Both, for different papers. The owner applies for the NOC in the Home Modifications section of the community portal, and the contractor registers on ecmpermits.ae for entry. In Emaar's published order the entry permit comes after the NOC.
Can I replace the tiles in a Views apartment?
Not by breaking them out. Emaar keeps the existing tiles in its apartments and allows new ones on top. The authority side is light: a floor change counts as maintenance for Dubai Municipality and is exempt from the DDA's fit-out permit when the structure is untouched, so long as the contractor is properly accredited.
Can work run on a Sunday?
Not under Emaar's contractor rules. The permits portal gives every Emaar community Sundays and public holidays off, and the 2026 hours for apartment buildings fit inside that working week.
What goes into the NOC file?
A Dubai trade licence for the contractor or consultant, a full scope of the works and recent photos of the areas that will change, plus drawings where the works need them. Extra papers may be requested by the engineer reviewing the file, and the 3 business days start only when it is complete.
