Two approvals govern a Dubai apartment job: the municipality's, which simple work often does not need, and the building's, which in Dubai Holding communities covers any alteration beyond maintenance and repair.
Permits and approvals
An apartment renovation in Dubai runs through two approval systems that never refer to each other. Dubai Municipality regulates the work itself. The building, through its owners association or its master developer's community manager, regulates what may be touched, when and by whom. Repainting an Emaar apartment needs neither a permit nor an NOC, only a contractor entry permit. Replacing a kitchen in a Dubai Holding tower is a minor modification, which needs the manager's permit once it runs past a single day, and anything structural brings in a consultant as well.
Do you need a permit to renovate an apartment in Dubai?
Often not from Dubai Municipality. Circular 3-12-1 of 2022 lists painting, changing floors, doors and suspended ceilings, and maintenance of electrical, plumbing and air-conditioning works as simple maintenance: no permit and no completion certificate, provided a contractor accredited with the Municipality does the work. Circular 3-8-1 of 2021 lets décor in a unit of 100 m² or less proceed with no building permit. The building's NOC is a separate question, answered below for each community manager.

Above 100 m², the accredited contractor files the décor permit itself through Dubai BPS, using the Municipality's Self-Permitting for Décor service, and the completion certificate issues automatically once the work conforms. The exemptions stop where the structure starts. Anything that adds, merges or splits built-up area, changes the use or touches a structural element leaves the self-permit route: cracks are self-permitted by an accredited consultant or contractor, and specialised structural work becomes a modifications transaction that an accredited consultant files. The building's consent is a private approval under the community's own rules, which is why no government checklist names it. Who issues it depends on who manages the community, and in a large community the answer can change from one building to the next.

Burj Khalifa is the exception inside Emaar's own list. The standard Home Modifications NOC service covers every Emaar community except Burj Khalifa, Emirates Hills and Dubai Hills Plots, and Emaar does not publish what replaces it. For a Burj Khalifa apartment, ask the building's management for its requirements in writing before any contractor prices the work.
Dubai Holding's 2026 rulebook puts plain numbers on non-compliance: AED 2,000 for works carried out without prior approval, AED 2,000 for breaching the conditions of an NOC, AED 2,000 for repairs that damage adjacent property or shared spaces, and AED 150 for materials stored in a common area without approval. Every penalty collected is credited to the community's service charges fund, the fund owners themselves pay into; in Town Square those charges are billed quarterly by the Dubai Land Department through Mollak, approved by RERA and independently audited. Emaar, for its part, can fine a contractor AED 5,000 for misusing an NOC and ban it from every Emaar community.
Ask which NOC your tower needs
Hours come from the building's rulebook, and they differ enough to change a programme. The table quotes each clause as published; where a manager's own pages disagree, both versions are noted rather than blended.

Two details catch owners out. Emaar's permits site contradicts itself: its operative note gives Sunday as the rest day, while its terms still name Friday, a line written before the UAE weekend moved in 2022. And in Dubai Hills Estate, the one Emaar community with both a villa and an apartment rulebook, apartment owners may start noisy work at 9 AM, an hour before villa owners at 10. Noisy work between 8 PM and 6 AM needs a night work permit from Dubai Municipality, and Dubai Holding also wants a night-shift NOC for any hours outside its own. Every apartment band on our price guide is a Dubai figure. A basic one or two-bedroom refresh is published at AED 15,000 to 40,000, mid-range work at AED 40,000 to 120,000, and a full luxury renovation from AED 120,000 to 350,000 and above; one company's studio range starts at AED 18,000. The building's fees sit on top: Emaar's AED 1,000 or 2,000 approval fee, with its AED 500 review fee deducted from that total, or Town Square's AED 5,000 deposit on a major alteration. Town Square's manual also states the order of consents both ways: one clause puts the authorities' approvals first, another requires the community's approval of the proposal before any other consent is sought. Ask Nshama in writing which order it wants, and keep the reply.
The logic changes at the border. In Abu Dhabi, cosmetic work is a maintenance permit that the contractor files and a layout change is a building permit that only a design consultant can file, so the Abu Dhabi rules read quite differently. The sequence
Emaar, Dubai Holding, Nshama or DIFC. The manager sets the NOC route, the fee and the working windows, and in Discovery Gardens not every building has the same one.
Simple maintenance, décor, or a structural change. The class decides whether Dubai Municipality is involved at all, and whether a consultant has to file.
Dubai Holding wants app requests at least 24 hours ahead, 72 by email. Emaar processes minor and major works NOCs in 3 business days; Town Square in 2 or 5 working days.
In Dubai Holding communities approved works finish within six months, the manager inspects within about 21 days of the completion notice, and defects are fixed within 30.
