Not in Emaar or Town Square apartments, where removal is ruled out. Elsewhere two things decide it, and the approved drawings answer both: whether the wall carries load, and what runs inside it.
Walls
Moving a wall in a Dubai apartment takes two separate yeses. The building's rulebook has to allow it. If the wall is structural, the regulator of the plot also has to approve a modification that a consultant files. The first answer is published for the largest communities, and in two of them it is no.
Can I move a wall in a Dubai apartment?
In two of Dubai's largest apartment rulebooks, no. Emaar does not permit structural works or wall removal in its apartments, and Town Square reserves the breaking, removal or opening of interior walls for its townhouses. Dubai Holding communities take an application for any alteration and decide on the scope. Where the building says yes, a structural wall still needs the plot's regulator: on Dubai Municipality land that means a consultant, a modifications transaction, laboratory tests on the concrete and steel, and the Building Control Department's sign-off before completion.
Emaar and Nshama say so in writing. Emaar's home modifications factsheet lists three things it does not permit in apartments: structural works or the removal of walls, removal of existing tiles, and removing, relocating or covering the MEP and fire-fighting systems. Nshama's manuals for Town Square split the rules by home type. Interior wall removal sits on the townhouse side, with bathtub conversions and wet-area tiling, and the prohibited list bars any structural alteration that affects the external elevation, the built-up area or structural walls.
Nakheel's former villa design codes show where its line sits: refurbishing a kitchen or bathroom without changing the wall layout needed no NOC, which makes a wall-layout change the trigger for one. The Dubai Holding rulebook that now governs Nakheel's apartment communities asks for an application for any alteration, and the matching online service is Request For An Apartment Modification. In Tilal Al Ghaf, Majid Al Futtaim's master community, any improvement or addition needs the master developer's prior written consent.

From the drawings, not by knocking on it. Ask the building management or the developer for the approved drawings of the unit. The structural set shows which walls carry load, and the MEP set shows the pipes, cables and ducts inside the ones that do not. If no drawings are on file, the question goes to an engineer before any contractor prices a removal.
The answer decides everything after it. Dubai Municipality's Resolution 109 of 2022 separates maintenance from work on the main structure, and its Article 2(2) bars any architectural or structural alteration that may compromise the safety of the building or its façades. The DDA sends adding structural elements, changing the use or adding floor area to its Building Modification route instead of the fit-out permit, and refunds nothing if a fit-out application turns out to be a modification.

On Dubai Municipality land, Resolution 109 makes the consulting engineer and the contractor jointly liable for specialised work on the structure, and it requires laboratory tests of the concrete and steel. That is why a structural wall is priced by a consultant and a contractor together, not by a fit-out crew. The DDA's permit for a building modification is charged at AED 1.0 per square foot of the additional or relevant built-up area. The hub's permit guide explains which regulator covers which community.
A new partition takes nothing away from the structure, so it usually stays on the fit-out side of the line. The DDA exempts low partitions from its fit-out permit when at least 15 percent of the floor-to-ceiling height stays open above them, and units of 100 m² or less need no fit-out permit at all. The building's rules still apply, above all Emaar's bar on covering or moving the fire-fighting services. One case has a page of its own: closing a kitchen.
Abu Dhabi draws the line inside the permit. Its maintenance permit covers work that does not change the interior spaces, create openings or affect the structure, so moving a wall needs a building permit for internal modifications, filed only by a design consultant, with a service time of 10 working days. Where the plans are missing from the Municipality archive, DMT runs a service for consultants and contractors to have them approved, also 10 working days. Aldar-managed towers also need the Owners Union Director's written approval first. In Sharjah, modification projects go through an engineering consultancy the Municipality accredits, and Municipality engineers set the fees. In Ajman a structural change is service 3283, AED 200, with utility and sewerage approvals. The Abu Dhabi, Sharjah and Ajman pages carry the rest.
