In the order a Dubai tower imposes: look above the ceiling, choose the partition, get the building's written position, confirm the permit route, then brief, build and close out.
Step by step
How to close an open kitchen in a Dubai tower is mostly a question of order. The partition itself is ordinary fit-out work. What stops a job is a sprinkler pipe on the wrong side of the line, an NOC filed without the drawings the reviewer wanted, or a permit route nobody checked. The steps below follow the sequence the building and the authorities impose; our conversion guide sets out what each Dubai manager allows.
How do you close an open kitchen in a Dubai apartment?
Work in this order. Check what runs through the ceiling and the floor where the wall would stand. Choose a partition that keeps clear of sprinklers, detectors and ducts. Get the building manager's written position, which in an Emaar tower means a Home Modifications NOC. Confirm the authority route in writing with the contractor. Then brief contractors on one scope, build inside the building's noisy-work windows, and close out with the manager's inspection and any completion certificate the route requires.
The services decide where a new wall can meet the ceiling. The list of what may be up there is short: sprinkler pipework, smoke or heat detectors, air-conditioning supply and return, and lighting circuits. Emaar lists the removal, relocation or coverage of MEP and fire-fighting systems among the works it does not permit in apartments, so a partition that would box in a detector or push a sprinkler along is not a small job in an Emaar tower. It is a refused one. The Dubai Development Authority draws the same line from its side: Circular 318 exempts false-ceiling replacement from the fit-out permit only when no fire alarm or firefighting device is relocated, added or blocked.
Ask the building management for the approved drawings of the unit, the MEP layout included, before anyone draws the partition. Mark the line of the wall on the floor with tape and photograph the ceiling above it. Those photographs go into the NOC file anyway, because Emaar's checklist asks for current photographs of the areas to be modified.

The one the ceiling allows. Three shapes cover most conversions, and each lands differently with the building and the authorities.
Cooling decides more conversions than the wall does. In an Emaar tower the air-conditioning outlets and ducts stay where they are, since relocating MEP is off the table there, so check which side of the line the supply outlet and the return grille fall on before choosing the shape. Decide at the same time whether the cooker hood extracts or recirculates.
A written scope and drawings, before any money moves. Emaar's Home Modification NOC checklist asks for the contractor's or consultant's trade licence registered in Dubai, a detailed scope of works, current photographs, proposed floor plans, and elevations, sections and 3D views where they apply. The AED 500 review fee is deducted from the approval fee, and a complete file is processed in 3 business days. Dubai Holding Community Management wants the request on its community app at least 24 hours before the work, with plans and specifications and evidence of any authority approval attached. In Tilal Al Ghaf the master developer's written consent comes first, against a plan-review charge of AED 5,000 plus AED 250 VAT.
Ask the contractor to name the route in writing, because the rules turn on words a drawing has to settle. On Dubai Municipality land, work the contractor files as décor runs under the décor circular: no building permit in a unit of 100 m² or less, and above that a self-issued permit through the service Self Permit to Carry Out Decorative Works, with the completion certificate following once the work conforms. Anything that touches a structural element leaves that route for the Municipality's permit for modifications or additions to buildings, listed at 3 working days.
In a building the Dubai Development Authority regulates, the fit-out permit belongs to the contractor: AED 0.90 per square foot, minimum AED 200, delivered in 2 working days and valid for 6 months, filed with the building owner's NOC and, for a tenant, a copy of the Ejari. On Trakhees land, which includes Palm Jumeirah, any modification or fit-out in a completed building needs a Modification Permit first, and the unit may not be used until the Modification Completion Certificate is issued, against a 3 working day target.
Most of the noisy work falls in steps 2 to 4, so a conversion quote should show those days against the building's windows. The page on renovation hours sets each rulebook's clock side by side.
The job ends on paper. In Dubai Holding communities the owner notifies completion, the manager inspects within about 21 days, and anything out of line must be put right within 30. Work Dubai Holding approves must also finish within six months of approval. In Town Square, moving the kitchen counters makes the job a major alteration with an AED 5,000 deposit on top of the AED 2,000 fee, so keep the receipts and completion photographs until the deposit is back.
